How to do translations.

(This is similar to the wikifarm thing)

Needs

• configurable languages
  • language name
  • fallback
  • internal prefix/identifier?
• fallback to primary wiki (or configured fallback)
• primary wiki also assigned a language, so things created there appear everywhere
• same may need to clarify which language to save in
  • automatically save in most local, but need to be able to override
  • some pages only exist in primary
